Why electric scooters are banned on trains

Since Dec. 12, 2023, Renfe has prohibited access to its trains with electric scooters, unicycles and other battery-powered personal mobility devices. The measure applies to commuter, regional, Avant, AVE and long-distance services and responds to the fire risk associated with lithium-ion batteries, even when the vehicle is folded and switched off.

The battery risk behind the ban

An electric scooter is not treated as ordinary luggage. Its battery can short-circuit, overheat or catch fire because of internal damage, impacts, aging, incorrect handling or an incompatible charger. Inside a train, where passengers, luggage and evacuation routes share limited space, an incident of this kind can spread quickly and make intervention more difficult.

The problem does not depend only on whether the battery is charged. A damaged component can fail during the journey without being connected to an outlet. That is why Renfe applies a general ban and does not solve the issue by removing the battery, wrapping the scooter in a cover or placing it in the luggage area. The restriction also covers similar battery-powered devices, although it excludes vehicles intended for people with reduced mobility and electric bicycles.

What happens depending on the operator and scooter type

Renfe’s ban does not automatically make it illegal to transport these vehicles throughout Spain. Each operator sets its own conditions, but the main rail companies connecting Spanish cities have adopted similar restrictions for electric scooters. OUIGO and Iryo, for example, also apply specific limitations that may prevent boarding with one.

The difference between an electric scooter and a conventional one is decisive. At Renfe, a nonmotorized scooter may be treated as luggage if it is folded, does not exceed a combined 180 centimeters across its three dimensions and does not obstruct the passageway. Ticket conditions may add limits, particularly on low-cost services. An electric scooter, however, remains excluded even if it is compact.

These rules should not be confused with urban transit regulations. A city council or metropolitan authority may allow folded scooters on certain buses or metro systems while another network bans them entirely. Madrid, for example, has introduced broad restrictions on public transportation after several incidents. The applicable rule is always the one set by the operator providing the service and the territory through which you travel.

Alternatives for completing the journey

The simplest option is to rent another vehicle after arriving, provided a service is available at the destination. An intercity bus may also be suitable, although admission depends on the company: some require the scooter to be switched off, folded and protected in a case, while others accept it only in the luggage compartment and may charge an additional fee.

For long journeys, shipping through a parcel company may be more practical. Before booking, check its rules for lithium batteries, packaging and the transport of dangerous goods; removing the battery alone does not guarantee that the parcel will be accepted. The company may require technical documentation or approved packaging.

Bicycles receive different treatment at Renfe. A folding bicycle can travel as hand luggage if fully closed and within the stated dimensions, while a disassembled bicycle must be protected in a case. Complete bicycles have access conditions depending on the train type, available space and, on some services, a specific add-on. They must never block passageways or emergency exits.

A restriction focused on safety on board

The ban may be inconvenient for people combining rail travel with personal mobility, but its basis is controlling a risk that is difficult to detect before boarding. Carrying the scooter switched off, partially charged or inside a bag does not remove the possibility of thermal failure. Checking the current policy before going to the station prevents refused boarding and makes it possible to choose another transport solution.

Rules can change and do not always match between companies, cities or lines. The right decision depends on the model, whether it has a battery, the operator and the specific route. For affected train services, however, the answer remains clear: an electric scooter cannot board, even when folded and carried as luggage.
