What the E16 warning means on a Balay dishwasher

The dishwasher regulates water intake through an inlet valve and sensors that monitor the level; if the valve remains open, water may continue flowing even after the program has stopped.

With E16, the characteristic signal is that the appliance believes water is still entering.
